In January, Eagles owner Jeffrey Lurie strongly hinted that coach Andy Reid is on the hot seat.? During a Thursday press conference, Lurie basically acknowledged it.

Lurie said he would make no decisions about Reid?s contract until after the 2012 season.? With Reid signed through 2013 and with Reid?s agent, Bob LaMonte, already posturing for an extension, Lurie?s words initially seemed to reflect his intentions regarding the question of whether Reid will get a new deal that applies beyond 2013.

As Lurie continued, it became more clear that, depending on 2012, there may be no 2013.

?I expect a substantially improved team,? Lurie said.? ?We all thought we were a lot better than 8-8 and we weren?t.?

This year, 8-8 apparently won?t be good enough to get Reid one more year.? ?We need substantial improvement,? Lurie said.? ?We have a very good team on paper, and paper doesn?t get you that far if you don?t maximize it.?

Lurie explained that there?s no specific level of achievement that will guarantee Reid?s return.? ?You try to make the best judgment you can after the season,? Lurie said.

There will be no formula regarding the right decision.? ?It?ll be very clear,? Lurie said.

While Lurie acknowledged that another 8-8 season could be excused by a rash of injuries, he reiterated that, generally, ?8-8 is unacceptable . . . that was a really unacceptable outcome.?

Thus, regardless of how it all turns out, Reid is officially on notice.? And Lamonte?s assertion that Lurie essentially has promised Reid a job for life has been completely debunked.

Whether Reid returns for a 15th season depends directly on how the 14th season unfolds.

Hurricane bears down on fortified New Orleans on Katrina's anniversary

NEW ORLEANS (Reuters) - Hurricane Isaac lashed southern Louisiana with high winds and heavy rains on Wednesday and was set for a late-morning arrival in New Orleans, seven years to the day after Hurricane Katrina devastated the city.

Isaac is the first hurricane to make landfall in the United States this season. While not nearly as strong as Katrina -- which was a Category 3 storm when it slammed the Crescent City on August 29, 2005 -- Category 1 Isaac was still a powerful reminder of New Orleans' vulnerability.

The hurricane will be the first test for multibillion-dollar flood defenses built after levees failed under Katrina's storm surge, leaving large parts of low-lying New Orleans swamped.

The National Hurricane Center warned late on Tuesday that Isaac and its 80 mph (130kph) winds were producing dangerous storm surges, and that flooding from heavy rains was expected.

Isaac will also test the resolve of officials and the preparedness of a city and region where some 1,800 died in the 2005 hurricane, the costliest natural disaster in U.S. history.

Officials from the mayor of New Orleans to Louisiana Governor Bobby Jindal, to U.S. President Barack Obama, have scrambled to get ahead of the storm's impact, mindful of the chaos and botched relief efforts in the wake of Katrina.

Mayor Mitch Landrieu assured residents that this time around, "your city is secure," and said emergency services were ready for search and rescue missions.

"We're in the heart of this fight," Landrieu told a news conference. "We are in the hunker-down phase."

About 1,000 U.S. National Guard troops in military vehicles took up positions in the mostly deserted streets of New Orleans, brandishing assault rifles to maintain order. Police cars patrolled darkened streets with blue lights flashing.

Obama urged residents to take heed warnings and take cover, saying that now was "not the time to tempt fate." He issued emergency declarations for Louisiana and Mississippi earlier this week.

PUTTING NEW SYSTEMS TO THE TEST

Isaac's arrival on the anniversary of Katrina cast a spotlight on the enduring struggle of the iconic American city, its residents and its distinctive culture.

When the 2005 storm hit, the city endured days of deadly disorder, widespread looting and other crimes. Hundreds drowned, while others waited for days to be plucked from their rooftops by Coast Guard helicopters.

Hundreds of thousands of residents, their homes flooded or made uninhabitable by mold, were moved temporarily to Texas and other states. Thousands along the Gulf Coast lived in government provided trailers for months or years afterwards.

After Katrina, the Army Corps of Engineers built a $14.5 billion defense system of walls, floodgates, levees and pumps designed to protect the city from heavy tidal surges.

On Tuesday morning, army engineers closed the floodgate at Lake Borgne, east of New Orleans, for the first time. It is largest storm-surge barrier in the world.

Most of the city's Lower Ninth ward, scarred by memories of Katrina, was deserted on Tuesday. Residents who did not leave stocked up on water, food and fuel.

Residents of Louisiana's low-lying Plaquemines Parish, where some flooding was already happening on Tuesday, were anxious.

Avenal Terrance, 52, who was evacuated early on Tuesday, was praying the levees would hold. "I'm living in an old trailer, not a new one, and I just hope and pray that the storm doesn't take it," she said.

Others decided to stick it out, some heading for local bars for a spot of courage before hunkering down at home.

"I was here for Hurricane Katrina, so I feel I've seen the worst. This one won't be that bad," said Scott Young, 56.

At 12 a.m CDT (0500 GMT), the Hurricane Center said Isaac was centered about 70 miles south of New Orleans with top sustained winds of 80 miles per hour.

Little change in strength is forecast for the next few hours, but a slow weakening is expected after that. The storm is expected to reach New Orleans late on Wednesday morning.

The center said Isaac had been "wobbling" but generally moving west-northwest" at about 7 mph. Such slow-moving cyclones can bring higher rainfall totals.

EVACUATION ORDERS, STORM SURGES

Although it only reached hurricane strength on Tuesday, Isaac killed at least 23 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday and heading across the warm waters of the Gulf of Mexico.

Isaac spared Tampa, Florida, where the Republican National Convention is being held, but forced party leaders to abandon most of Monday's program, and to tone down what some might have seen as excess celebration about Mitt Romney's presidential nomination at a time Gulf Coast residents faced danger.

The leading edge of the storm, which was about 370 miles wide, was felt along the Gulf coast. Authorities warned that Isaac could flood towns in Mississippi and Alabama, as well as Louisiana, with storm surges of up to 12 feet.

"The pecan trees are rocking and rolling...The wind is knocking dead limbs off the trees," said Doris Sherman of Ocean Springs, Mississippi. "But we haven't had a lot of rain yet. It is supposed to be coming. I can feel it coming."

Rainfall accumulations, potentially totaling as much as 20 inches in some areas, could trigger widespread flooding. Over 200,000 residents of southeast Louisiana had lost power as of late Tuesday.

U.S. ENERGY OUTPUT DISRUPTED BUT FACILITIES SPARED

Energy companies along the Gulf Coast refining center braced for the storm's impact by shuttering some plants and running others at reduced rates ahead of Isaac's landfall.

Oil production in the U.S. Gulf of Mexico nearly ground to a halt and ports and coastal refineries curtailed operations.

Intense hurricanes such as Katrina -- which took out 4.5 million barrels per day of refining capacity at one point -- have flooded refineries, keeping them closed for extended periods and reducing fuel supplies.

This time, though, the U.S. Department of Energy estimated that only 12 percent of the Gulf Coast's refining capacity had gone offline. Louisiana usually processes more than 3 million barrels per day of crude into products like gasoline.

Perceptions that the area's oil facilities would not sustain major damage, and that production would quickly bounce back, pushed international benchmark Brent crude down slightly early Wednesday, toward $112 a barrel.

Ex-editor of Scottish News of the World charged

The former editor of the Scottish edition of Rupert Murdoch's News of the World tabloid was arrested on Wednesday and charged in connection with the defamation action of a former lawmaker.

Bob Bird, 56, was charged with attempting to pervert the course of justice over Tommy Sheridan's successful legal action against the newspaper in 2006.

Bird was held for questioning at a police station in Glasgow before being released around four hours later.

"I just want to say I'm really sad and disappointed that things have come to this today," Bird told broadcasters after his release.

"I have always tried to do the right thing throughout my 30, 40-odd years in journalism and I will be denying the charge that has been made against me today.

"On legal advice, I can't say any more at the moment."

Bird edited the now-defunct tabloid when it reported allegations about the flamboyant Sheridan's private life.

The former member of the Scottish Parliament sued the newspaper for defamation and was awarded ?200,000 ($315,000, 250,000 euros) in damages.

Sheridan was subsequently charged and convicted of perjury and jailed for three years, but was released after serving one year of his sentence.

In May, British Prime Minister David Cameron's former media chief Andy Coulson was arrested and charged over evidence that he gave at Sheridan's perjury trial.

Coulson is a former editor of the London-based edition of the News of the World.

Murdoch shut down the News of the World in July last year amid a storm of allegations that it had hacked the phones of a murdered schoolgirl and accessed the voicemails of hundreds of celebrities and politicians.

Colombian government seeking peace with FARC rebels

BOGOTA (Reuters) - Colombia's government is seeking peace with the country's biggest rebel group, the FARC, and could consider also holding talks with a second guerrilla movement to end five decades of war, President Juan Manuel Santos said on Monday.

In a televised address from the presidential palace, Santos said his government would learn from the mistakes of so many previous leaders who tried but failed to clinch a lasting ceasefire with the Revolutionary Armed Forces of Colombia.

"Since the first day of my government I have completed my constitutional obligation to find peace. With that aim, we have had exploratory conversations with the FARC to seek an end to the conflict," he said, confirming weeks of swirling rumors that his government had started behind-the-scenes discussions.

He added that the military would continue its operations "throughout every centimeter" of Colombia while talks continued.

Santos did not provide further details, but said he would reveal more about the talks in the coming days.

A successful peace agreement with the rebels would secure him a place in history as the leader who ended a conflict that has killed tens of thousands over the years and left the Andean nation's reputation in tatters.

In response to a Reuters interview published on Monday with the head of the nation's second biggest rebel group, Santos said the National Liberation Army, known as the ELN, could also be involved in the peace talks.

"Today the ELN has expressed, via an international news agency, its interest in participating in conversations to put an end to the violence," the president said in his brief speech.

"I tell that group that, within the same framework, they too can be part of the effort to end the conflict."

A Colombian intelligence source told Reuters earlier that as part of the deal to hold talks, Santos had agreed FARC rebels would not be extradited to any other country to stand trial.

Details are still being worked out, the source said, but the negotiations could take place in Cuba or Norway. U.S. President Barack Obama is aware of the process and is in agreement, the source said.

Santos, who is at the mid-point of his four-year term, has said he would consider peace talks with the FARC only if he was certain the drug-funded group would negotiate in good faith.

SANTOS FOCUSED

The last peace effort ended in shambles.

In 1988 former President Andres Pastrana ceded the FARC a safe haven the size of Switzerland to promote talks. The rebels took advantage of the breathing space to train fighters, build more than 25 airstrips to fly drug shipments, and set up prison camps to hold its hostages.

News of the latest peace effort was met with guarded hope among Colombians.

"Honestly, full peace is probably never possible. Of course it would be good ... but really, an end to the war? I think an end to the world will happen first," said Maria Eugenia Martinez as she sold cigarettes in an upscale Bogota neighborhood.

Santos discussed the peace process during talks in Havana with Venezuelan President Hugo Chavez and Cuba's former leader Fidel Castro before the Summit of the Americas in Cartagena, Colombia earlier this year, the intelligence source said.

Colombia's congress passed a constitutional reform in June that set the legal basis for eventual peace with the rebels. The reform prohibits guerrilla leaders accused of crimes against humanity from holding political office.

In a recent interview with Reuters, Santos said he would only start a peace process "with a high probability of success. I would not start a process to fail."

VIOLENCE CONTINUES

News of the talks had already angered Santos' predecessor, Alvaro Uribe, who has slammed Santos for wanting "peace at any cost" and allowing the rebels to rearm and regroup.

Santos, a former defense minister, won election in 2010 by a landslide, pledging to cut unemployment and continue Uribe's hard line security policies, while fostering economic growth and reducing poverty.

While much of the world struggles to shore up fiscal accounts, Colombia's financial management, buoyant economy and security advances have helped shield its economy from too much fallout from the international financial crisis.

Once an outcast for most foreign companies, the Andean nation has become a magnet for investment as a U.S.-backed offensive against the FARC sharply reduced the number of kidnappings and murders. The nation was rewarded last year with an investment grade from three major credit-rating agencies.

But the 61-year-old Santos has seen his own ratings slide in recent weeks amid criticism that he had allowed rebels to chip away at the security gains of the last decade.

Attacks on oil industry installations have jumped 40 percent over the last year, while violent clashes between troops and indigenous protesters led to withering criticism of Santos for not protecting the soldiers.

Six people were killed, including two children, in a FARC bomb attack in central Meta province on Sunday.

The FARC, which calls itself "the people's army" defending peasant rights, has battled about a dozen governments since appearing in 1964, when its founder, Manuel Marulanda, and 48 rebels fought off thousands of troops in jungle hide-outs.

The group has faced its biggest set-backs in recent years as U.S.-trained special forces use sophisticated technology and spy networks to track the leaders.

A string of defeats began in 2008 with a cross-border military raid into Ecuador that killed its second in command. Marulanda died of a heart attack weeks later and was replaced by Alfonso Cano, who was later killed too.

Circumcision Benefits Outweigh Risks, Doctors Say

The nation's most influential pediatricians group says the health benefits of circumcision in newborn boys outweigh any risks and insurance companies should pay for it.

In its latest policy statement on circumcision, a procedure that has been declining nationwide, the American Academy of Pediatrics moves closer to an endorsement but says the decision should be up to parents.

"It's not a verdict from on high," said policy co-author Dr. Andrew Freedman. "There's not a one-size-fits-all-answer." But from a medical standpoint, circumcision's benefits in reducing risk of disease outweigh its small risks, said Freedman, a pediatric urologist in Los Angeles.

Recent research bolstering evidence that circumcision reduces chances of infection with HIV and other sexually spread diseases, urinary tract infections and penis cancer influenced the academy to update their 13-year-old policy.

Their old stance said potential medical benefits were not sufficient to warrant recommending routinely circumcising newborn boys. The new one says, "The benefits of newborn male circumcision justify access to this procedure for those families who choose it." The academy also says pain relief stronger than a sugar-coated pacifier is essential, usually an injection to numb the area.

The federal Centers for Disease Control and Convention has estimated circumcision costs range from about $200 to $600 nationwide. Coverage varies among insurers and several states have stopped Medicaid funding for circumcisions.

The new policy was published online Monday in Pediatrics. In Germany, Jewish and Muslim leaders have protested a regional court ruling in June that said circumcision amounts to bodily harm.

Meantime, a recent study projected that declining U.S. circumcision rates could add more than $4 billion in health care costs in coming years because of increased illness and infections.

Circumcision involves removing foreskin at the tip of the penis. The procedure can reduce germs that can grow underneath the foreskin, and complications, including bleeding and infection, are rare, the academy says.

Despite the U.S. decline, about half of baby boys nationwide still undergo circumcision, or roughly 1 million each year. The country's overall rate is much higher than in other developed nations, but U.S. rates vary by region and are higher in areas where it is a cultural or religious tradition, including among Jews and Muslims.

Tropical Storm Isaac dumps heavy rains on flood-prone Haiti

PORT-AU-PRINCE (Reuters) - Tropical Storm Isaac emerged over warm Caribbean waters on Saturday slightly weaker but ready to regroup after dumping torrential rains on Haiti, where thousands of people remain homeless more than two years after a devastating earthquake.

The storm was forecast to sweep over eastern Cuba on Saturday and strengthen into a hurricane as it approaches the Florida Keys on a track toward the Gulf of Mexico.

Lashing rains and high winds were reported along parts of Haiti's southern coast and in the capital Port-au-Prince, where more than 350,000 survivors of the 2010 earthquake are still living in fragile tent and tarpaulin camps.

Intermittent power outages affected the greater Port-au-Prince area early on Saturday as Isaac moved across hilly inland areas of the severely deforested Caribbean country.

The center of Isaac was about 95 miles east-southeast of Guantanamo Bay, Cuba, early Saturday morning, the U.S. National Hurricane Center (NHC) said.

A hurricane warning was already in effect in the Florida Keys, but the NHC said it was extending this to part of the southwest coast of Florida.

Isaac's march across the Caribbean comes as U.S. Republicans prepare to gather in Tampa, on Florida's central Gulf Coast, for Monday's start of their national convention ahead of the November presidential election.

The convention is expected to proceed as planned but Gulf of Mexico operators began shutting down offshore oil and gas rigs on Friday ahead of the storm.

The biggest immediate concern was heavily deforested Haiti, where Isaac's rains could trigger deadly flash flooding and mudslides.

The Haitian government and aid groups evacuated thousands of tent camp dwellers on Friday but many Haitians chose to remain in their flimsy, makeshift homes, apparently fearing they would be robbed, said Bradley Mellicker, head of disaster management for the International Organization for Migration (IOM).

"There's a lot of people who are resisting because they are scared of losing what little they have now," Mellicker said.

REFUGE FROM THE STORM

About 3,000 volunteers from the government's Civil Protection office were sent across Haiti, warning people about flood and landslide risks. About 1,250 shelters - schools, churches or other community buildings - opened their doors to house people seeking refuge from the storm.

But Red Cross officials said the number of shelters could be grossly inadequate and Prime Minister Laurent Lamothe acknowledged Haiti had "limited means" to ensure public safety.

Red Cross and IOM representatives joined government officials in trying to evacuate 8,000 of the "most vulnerable people," including 2,500 sick and disabled, from 18 tent camps in low-lying coastal areas of Port-au-Prince.

Many Haitians, most of whom scrape by on less than $1 per day, consider disaster an inevitable part of life in the poorest country in the Americas.

"We live under tents. If there's too much rain and wind, water comes in. There's nothing we can do," said Nicholas Absolouis, an unemployed 34-year-old mechanic at one camp for homeless people on the northern edge of the chaotic capital.

"There are still too many people living in the camps. There's a good chance that those might be destroyed with the passage of the cyclone," said France Hurtubise of the International Federation of Red Cross and Red Crescent Societies in Haiti.

Flooding could also help reignite a cholera epidemic, which has killed more than 7,500 people in Haiti since the disease first appeared in October 2010, foreign aid workers said.

The NHC said Isaac's exact path was uncertain but there was little change to its earlier forecast that the storm would hit Cuba and the southern tip of Florida before moving across the Gulf of Mexico and making landfall anywhere from the Florida Panhandle in the northwest of the state to Alabama and as far west as New Orleans.

The storm's anticipated path had shifted closer to the Keys than previously forecast and emergency managers urged tourists to leave the islands if they could do so safely. A single road links the chain of islands to the Florida Peninsula.

Isaac has drawn especially close scrutiny because of the Republican Party's convention, a four-day meeting during which former Massachusetts Governor Mitt Romney will receive the party's presidential nomination.

Party officials insist the convention will go ahead, even if they have to alter the schedule. But NHC meteorologist Rick Danielson said late on Friday that Tampa could be hit by coastal flooding and driving winds or rain.

"There is still a full range of possible impacts on Tampa at this point," he said.

At the film's end, Pogue enters the screen and looks down at his real-life self sitting in the theater.

"Alright, buddy," he tells himself. "It's all you. Let's see you do this thing."

The real Pogue then stands up and takes the hands of his girlfriend, Silicon Valley press agent Nicki Dugan, in a movie house packed with both their families at Basin Harbor Club on Lake Champlain in Vermont.

"As USADA has claimed jurisdiction in the case the UCI expects that it will issue a reasoned decision" explaining the action taken, the Switzerland-based organization said in a statement. It said legal procedures obliged USADA to fulfill this demand in cases "where no hearing occurs."

The International Olympic Committee said Friday it will await decisions by USADA and UCI before taking any steps against Armstrong, who won a bronze medal at the 2000 Sydney Games. Besides the disqualifications, Armstrong will forfeit any medals, winnings, points and prizes, USADA said, but the lost titles that now dominate his legacy.

Every one of Armstrong's competitive races from Aug. 1, 1998, has been vacated by USADA, established in 2000 as the official anti-doping agency for Olympic sports in the United States. Since Armstrong raced in UCI-sanctioned events, he was subject to international drug rules enforced in the U.S. by USADA. Its staff joined a federal criminal investigation of Armstrong that ended earlier this year with no charges being filed.

USADA, which announced its investigation in June, said its evidence came from more than a dozen witnesses "who agreed to testify and provide evidence about their firsthand experience and/or knowledge of the doping activity of those involved in the USPS conspiracy," a reference to Armstrong's former U.S. Postal Service cycling team.

The unidentified witnesses said they knew or had been told by Armstrong himself that he had "used EPO, blood transfusions, testosterone and cortisone" from before 1998 through 2005, and that he had previously used EPO, testosterone and Human Growth Hormone through 1996, USADA said. Armstrong also allegedly handed out doping products and encouraged banned methods ? and even used "blood manipulation including EPO or blood transfusions" during his 2009 comeback race on the Tour.

In all, USADA said up to 10 former Armstrong teammates were set to testify against him. Included in the case were emails sent by Floyd Landis, who was stripped of the 2006 Tour de France title for doping, describing an elaborate doping program on Armstrong's Postal Service teams, and Tyler Hamilton's interview with "60 Minutes" claiming had personal knowledge of Armstrong doping.

Had Armstrong chosen to pursue arbitration, USADA said, all the evidence would have been available for him to challenge.

"He chose not to do this knowing these sanctions would immediately be put into place," the statement said.

The decision surprised riders around the world.

At the Spanish Vuelta, riders including former rival and teammate Alberto Contador joined ex-Armstrong coach Johan Bruyneel in offering support. Another former rival, Filippo Simeoni, wondered why Armstrong dropped his fight..

"It leaves me a bit perplexed, because someone like him, with all the fame and popularity and millions of dollars he has, should fight to the end if he's innocent," Simeoni said. "But I guess he realized it was a useless fight and the evidence USADA had was too great."

At the USA Pro Challenge in Breckenridge, Colo., longtime friend Jim Ochowicz said he supported Armstrong's decision.

"He has done so much for our sport over the years and I am sad at what has transpired," he said. "I think he has earned every victory he's had."

Bruyneel said Armstrong was the victim of an "unjust" legal case.

"Lance has never withdrawn from a fair fight in his life so his decision today underlines what an unjust process this has been," Bruyneel wrote on his personal website. The Belgian, who manages the Radioshack Nissan-Trek team, has his own legal battle with USADA. He has opted for arbitration to fight charges that he led doping programs for Armstrong's teams.

Armstrong clearly knew his legacy would be blemished by his decision. But he said he has grown tired of defending himself in a seemingly never-ending fight against charges that he doped while piling up more Tour victories than anyone ever. He has consistently pointed to the hundreds of drug tests that he passed as proof of his innocence during his extraordinary run of Tour titles.

"There comes a point in every man's life when he has to say, 'Enough is enough.' For me, that time is now," Armstrong said Thursday night, hours before the deadline to enter arbitration.

"Today I turn the page. I will no longer address this issue, regardless of the circumstances," he said. "I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Although he had already been crowned a world champion and won individual stages at the Tour de France, Armstrong was still relatively unknown in the U.S. until he won the epic race for the first time in 1999. It was the ultimate comeback tale: When diagnosed with cancer, doctors had given him less than a 50 percent chance of survival before surgery and brutal cycles of chemotherapy saved his life.

Armstrong's riveting victories, his work for cancer awareness and his gossip-page romances with rocker Sheryl Crow, fashion designer Tory Burch and actress Kate Hudson made him a figure who transcended sports.

His dominance of the Tour de France elevated the sport's popularity in the U.S. to unprecedented levels. His story and success helped sell millions of the "Livestrong" plastic yellow wrist bracelets, and enabled him to enlist lawmakers and global policymakers to promote cancer awareness and research. His Lance Armstrong Foundation has raised nearly $500 million since its founding in 1997.

Foundation officials said they remained "proud" of Armstrong and had received hundreds of messages of support from donors, partners and supporters since his announcement. Among them was Nike Inc., which said it planned to continue supporting Armstrong and the foundation.

"Lance has stated his innocence and has been unwavering on this position," the company said.

American Century Investments, another partner, said: "While the actions taken against Lance are unfortunate, we understand his decision to drop his challenge to the USADA charges. The USADA may sanction Lance and attempt to strip his titles, but no one can take away what he's done for the 28 million people around the world living with cancer."

Questions surfaced even as Armstrong was on his way to his first Tour victory. He was leading the 1999 race when a trace amount of a banned anti-inflammatory corticosteroid was found in his urine; cycling officials said he was authorized to use a small amount of a cream to treat saddle sores.

After Armstrong's second victory in 2000, French judicial officials investigated his Postal Service team for drug use. That investigation ended with no charges, but the allegations kept coming.

Others close to Armstrong were caught up in the investigations, too: Bruyneel, the coach of Armstrong's teams, and three members of the medical staff and a consultant were also charged. Bruyneel is taking his case to arbitration, while two medical team staffers and consulting doctor Michele Ferrari didn't formally contest the charges and were issued lifetime bans by USADA. Ferrari later said he was innocent.

Armstrong was criticized for his relationship with Ferrari, who was banned by Italian authorities over doping charges in 2002. Former personal and team assistants accused Armstrong of having steroids in an apartment in Spain and disposing of syringes that were used for injections.

In 2004, a Dallas-based promotions company initially refused to pay him a $5 million bonus for winning his sixth Tour de France because it wanted to investigate allegations raised by media in Europe. Testimony in that case included former teammate Frankie Andreu and his wife, Betsy, saying Armstrong told doctors during his 1996 cancer treatments that he had taken a cornucopia of steroids and performance-enhancing drugs.

Armstrong retired in 2005 and almost immediately considered a comeback before deciding to stay on the sidelines ? in part because he didn't want to keep answering doping questions. Three years later, Armstrong was 36 and itching to ride again. He came back to finish third in the 2009 Tour de France.

Armstrong raced again in 2010 under the cloud of the federal investigation. Early last year, he quit for good, making a brief return as a triathlete until the USADA investigation shut him down.

"He had a right to contest the charges," WADA President John Fahey said. "He chose not to. The simple fact is that his refusal to examine the evidence means the charges had substance in them."

Feds bust drug ring run from Indiana prisons

Federal authorities have charged 40 people?including two inmates and a corrections officer?for running a drug ring through three Indiana prisons.

According to The Associated Press, the indictment unsealed Wednesday in Indianapolis notes the scheme? involved methamphetamine, heroin and other drugs and also alleges prison guards smuggled cellphones and drugs into prisons.

The indictment says that inmates Oscar Perez and Justin Addler, who are in different prisons, made repeated calls to drug dealers in California to arrange for illegal deliveries of drugs to a network of distributors in Indiana, the Indianapolis Star reported. The deliveries were made in person or through the U.S. Postal Service or UPS, the newspaper notes.

Perez is serving time for murder and Addler is a convicted drug dealer, according to the AP.

Correctional officer John Dobbins is accused of delivering a package containing drugs and a cellphone to an inmate at a third prison in July, according to a federal indictment. While only one corrections officer is charged, the indictment says multiple guards were involved, the AP reported.

Spokesman for the U.S. attorney's office in Indianapolis Tim Horty declined to comment on the case.

In a prepared statement, Indiana Department of Correction Commissioner Bruce Lemmon said, "The actions of the small number of any IDOC correctional employees who may have facilitated these illegal activities brings dishonor to them and tarnishes the good name and professionalism of the vast majority of IDOC employees who are dedicated to making our prisons safe and upholding the rule of law."

The FBI is still looking for two people involved in the drug ring, said Wendy Osborne, spokeswoman for the bureau in Indianapolis.

U.S. Magistrate Judge Kennard Foster set trials for those involved in the case for Oct. 1. Some of the charges carry a life in prison sentence.
